The Senate of the Czech Republic, particularly its Committee on Foreign Affairs, Defense, and Security, has recently deliberated on the pressing issue of political prisoners in Azerbaijan. During the 25th session held on June 12, 2024, several key points and recommendations were discussed following the insights shared by Eduard Hulicius, Deputy Minister of Foreign Affairs, and Elena Terzi, the Head of the Eastern European Program at People in Need.
Economic Cooperation and Human Rights
The Committee acknowledged with satisfaction that the Czech government has significantly deepened economic cooperation with Azerbaijan. This includes increased oil imports, which have bolstered the Czech Republic’s energy security. However, it was emphasized that robust trade relations should not overshadow the commitment to supporting civil society and human rights. The Czech government’s programmatic declaration underlines that promoting human rights and European values globally aligns with advancing Czech economic interests.
Deteriorating Freedoms in Azerbaijan
The Committee expressed concern over the deteriorating situation in Azerbaijan following the conclusion of operations in Karabakh and the adoption of amendments to the political and media laws. These changes have led to a decline in basic freedoms, with an increasing number of political prisoners.
Recommendations for the Czech Government
The Committee made several recommendations:
- Human Rights Advocacy: The Czech government should consistently introduce the issue of human rights protection into discussions with Azerbaijan, not only within frameworks like the Council of Europe, OSCE, and the EU but also in bilateral negotiations.
- Visa Facilitation for Journalists: It is advised to ease visa processes for journalists and individuals facing sensitive political situations due to their opinions.
- Medical Attention for Vulnerable Individuals: Special attention should be given to those requiring urgent medical care. This includes notable figures such as Anar Mammadli, Leyla Yunus, Arif Yunusov, Rasul Jafarov, Intigam Aliyev, Hilal Mammadov, Gubad Ibadoghlu, Hafiz Babali, and Famil Khalilov. These individuals are recognized for their significant contributions to human rights and democracy.
The resolution has been entrusted to Senator Pavel Fischer, Chairman of the Committee, to present it to the President of the Senate of the Czech Republic. This move underscores the Czech Republic’s commitment to harmonizing its economic pursuits with the promotion of human rights and democratic values.
